What is a Certificate of Water Availability?
A Water Availability Letter
(WAL) is generally required by Land Use
Agencies prior to issuing a permit or
specific land use application. Upon
request by the developer, Covington Water
District (CWD) may issue a WAL specifying
what changes to the water system need to
be made by the developer to serve the
proposed project.
How to apply for a Certificate of Water Availability

A WAL
application form can
be emailed,
faxed,
picked up at the
office or
downloaded from this
site.

Submit completed WAC application form, processing
fee,
and site plan.

Commercial WAC Requirements:
-
For commercial projects, fire flow
requirement by fire marshal, proposed fixture unit
value and meter size are also required.

CWD sends a Time & Materials (T&M) letter to the
developer requesting authorization for hydraulic
modeling to verify available fire flow. The T&M
letter includes a cost estimate.

Return the signed letter and deposit to CWD’s
Finance Department.

CWD performs the hydraulic modeling and issues the
WAC.
